In Bavaria (part of Germany) there is a project ("Bayern online"), started by the local government, to give a certain percentage of the bandwidth of the new "baynet", which connects universities etc., to public use.

This gives members of the new foundet "Burgernetz-Vereine" the possibility to connect to the "baynet" backbone without any charge. But the costs for the leased lines to the next university have to be carried by the members, local schools or state offices.

At Pfaffenhofen (paf.baynet.de) we plan to setup an access pc with web browser software installed inside our town library (VHS) connected to our server which will be connected to the baynet backbone in fall this year.

This is only a very small "community access center" having only 1 computer, but access will be free to everyone comming to the library. The "Burgernetz Verein" is serving the public with training and information about new techniques, connection to the internet (PPP) etc.
