Another way to put it: Why do people care? I think it has a lot to do with feeling that one can do something about a situation. In a word, power (but I fear your library searches won't help much on that keyword either) - and the real question is, if the community itself is not positioned to make competent decisions, *does it care*?
If those who have been participating in development projects have not found themselves "working in the field of motivation" there is something wrong.
