Another way to put it: Why do people care?
I think it has a lot to do with feeling that one can do something about
a situation. In a word, power (but I fear your library
searches won't help much on that keyword either) - and the real question is,
 if the community itself is not positioned to make competent decisions,
*does it care*?

   Propaganda is written to 3 emotions: fear, hate, and hope.  Read
   your newspaper's front page; you'll see articles written to all 3,
   and some just for information.

Hope is the core of all successful development efforts. What generates hope? A belief that one has the power to make changes? I don't know. Whatever we can do to engender hope will make those efforts successful.
