your idea of a distributed learning mag is a good one. I would ask you to carefully consider your medium, though. The net's big advantage is it's speed and interactivity. a quarterly journal, even in print, is probably obsolete before it is distributed unless there is timeless information. This means that most reportings, such as you have suggested and the traditional academic publishing format is probably obsolete in and of itself.

IMHO most academic journals are going to collapse in a few years for a variety of reasons. So, I think that some careful evaluation is needed as to how people get information, how much information they can afford to filter to find the nuggests that are of use to them and the related issues such as the delivery vehicle and the best use of the technology
