I'd recommend my graduate program -- a Master's in Intercultural and International Management at the School for International Training, in Brattleboro, Vermont. It offers a concentration in sustainable development (which I combined with an emphasis in training).

It's very skills-oriented and experiential, focusing most on the "soft" management skills -- e.g. intercultural team-building, conflict management, project and training design -- needed for development or other intercultural work, whether it's done domestically or abroad. The program includes nine months on campus, a six-month practicum (the point I'm currently at in the process), followed by a thesis synthesizing one's experience in the previous two stages. SIT also has partnerships with BRAC in Bangladesh and ORAP in Zimbabwe, and it may be possible to do part of your coursework and your practicum through those programs. Finally, SIT has a master's internationalist partnership with Peace Corps, which tracks you neatly into an PC NGO development assignment if you choose.
