Economic and institutional evaluations of European Community aid to developing countriesDear colleagues,
INTEGRATION is currently looking for independent experts (Europeans or citizens from developing countries) in evaluating the aid programmes managed by the Commission in developing countries concerning projects of economic infrastructure and institutional capacity-building. In particular, the sectors primarily concerned are transport and related infrastructure, private sector, central and local government capacity-building, trade promotion programmes, and regional integration.
Experts have to be available on request. English and French will be the main working languages, but some work may be required in Portuguese and Spanish. Most of the work will be either in the developing countries or in Europe, particularly in Brussels. Duration of contract: 12-36 months.
Required is expertise in one or more of the following relevant sectors: 7 Transport and related infrastructure 7 Private sector, vocational training, capacity building, entrepreneurship 7 Central and local government capacity building 7 Trade promotion programmes and 7 Regional integration 7 Financing instruments relative to the sector
Experience in evaluation and logical framework/PCM and financial and economic analysis methods used by the European Commission is crucial. Awareness of cross cutting issues like gender, environment, mobilisation of beneficiaries, participatory methods, poverty alleviation, good governance is much appreciated.
