35mm microfilm should be the only format considered for a preservation
project. The image from a 16mm film is so small, resolving the image to a
reasonable level in a reader or reader/printer is difficult at best. The
larger the original, the worse the resolution problem becomes. 16mm
microfilm is best used by banks (checks), or by industry (medium term
retention documents), but should never be considered for a project like
the one you described.
