Yes, a proper scan would seem to be all that is needed, but this may not be possible the first time. The advantage of photographing, if done properly by someone who knows how to get the correct lighting and exposure, is that you then have a PROVEN archival record (Kodachrome). This can then be put on PhotoCD, or scanned with a slide scanner, with no further need to disturb the fragile originals.
