At the University of Wisconsin, System Administration, we are looking at implementing an imaging system or systems for several of our areas. One area in particular, Trust Funds, is interested in imaging vendor invoices which may be similar to the documents you describe.
OCR will probably *not* be a part of this system, primarily because of the wide variety and complex nature of the invoices (and other forms). OCR technology still requires fairly "clean" forms (clear fonts, no obscuring colors or graphics, etc.) in order to achieve a useful success rate.
We are currently in the early stages of creating an RFP (Request For Proposal) for the first imaging system; this request will be submitted to vendors when it is complete. If people are interested, I would be more than happy to share technical requirements and findings with the list when the project is further advanced.
In the meantime, I would be very interested in hearing from anyone else who is working along similar lines.
