I won't comment other than to say that Henry's book offers a great deal of information on many subjects. A point about ANSI and similar org's. My experience is that most often these org's have committee's that as a group make recommendations. In some cases these recommended practices are worth following, and in others they are not. Recommended practices are just that, and the particular application and specifics of the project may require a different practice. The nature of a committee often requires compromises.

On another subject...... compression.

There are other compression schemes which I have not seen mention on these electronic "pages". Wavlet compression and fractal are two of several schemes that are worthy of discussion.
