It is the standards group that recommends the specifications for FAX. Check your library for books about FAX. For example, there is a detailed discussion of Group 3 and Group 4 standards (including the modified Huffman codes) in "FAX: Digital Facsimile Technology & Applications" by Kenneth McConnell, Dennis Bodson, and Richard Schaphorst, published by Artech House, ISBN 0-89006-310-9.
