BRIEF DESCRIPTION OF DUTIES: This position is in support of the Library's National Digital Library Program. The Digital Conversion Specialist assists in creating or coordinating the creation of digital reproductions of Library items and associated finding aids; coordinating the organization, preservation, and description of original archival materials; arranging for and monitoring the work of contractors; and overseeing the placement of delivered materials in a digital repository. The Specialist will work with marked-up text, multimedia formats, or both; and may assist with materials selection and preliminary historical research; editorial assistance; and computer support. The Specialist will assist in developing specifications; requesting cost quotations; may serve as COTR and monitor workflow to and from contractors; prepare technical requests/reports to contractors; receive deliverables and put them into quality review process; and write standard operating procedures. The Specialist will serve as liaison with custodial divisions; draft processing plans; determine technical requirements for digital reproductions; prepare collection-specific background information and introductory materials; determine need for and approach to conversion of data from one format to another; prepare Statements of Work (SOW) for procurement documents, coordinate procurement process with others; determine present standards and establish requirements for delivered product; and perform other duties related to the National Digital Library program.
MINIMUM QUALIFICATIONS:
Selective Factor: In order to meet minimum qualifications, the applicant MUST possess the following:
Knowledge of digital conversion procedures for text and multi-media formats (image files, audio and moving images).
GS-7: One year of specialized experience at the GS-5 level in the Federal service or at a comparable level of difficulty outside the Federal service that demonstrates a minimum level of proficiency in each of'the following knowledge, skills, or abilities (KSAs):
Knowledge of digital conversion principles, procedures and operations.
Ability to research, organize, and analyze information and situations.
GS-9: One year of specialized experience at the GS-7 level in the Federal service or at a comparable level of difficulty outside the Federal service that demonstrates a minimum level of proficiency in each of the following knowledge, skills, or abilities (KSAs):
Knowledge of digital conversion principles, procedures and operations.
Ability to research, organize, and analyze information and situations.
GS-11: One year of specialized experience at the GS-9 level in the Federal service or at a comparable level of difficulty outside the Federal service that demonstrates a minimum level of proficiency in each of the following knowledge, skills, or abilities (KSAs):
Knowledge of digital conversion principles, procedures and operations.
Ability to research, organize, and analyze information and situations.
QUALITY RANKING FACTORS (KSAs): Quality ranking factors are presented in ALL CAPS. The statements following each factor relate to specific duties of the position.
1. KNOWLEDGE OF DIGITAL CONVERSION PRINCIPLES, PROCEDURES AND OPERATIONS - to create or coordinate the creation of digital reproductions of historical collections and associated finding aids; perform quality review procedures; participate in the preparation and archiving of delivered materials for the World Wide Web and for storage into a digital repository.
2. ABILITY TO RESEARCH, ORGANIZE, AND ANALYZE INFORMATION - to research historical collections or documents, track material in production and ensure overall quality of deliverable materials; maintain information regarding production workflow; develop technical requirements and specifications for procurement documents; analyze and evaluate technical or operational information or situations and, if necessary, develop solutions to problems; and organize bibliographic data.
3. ABILITY TO COMMUNICATE AND INTERACT WITH OTHERS-- to serve as a liaison and coordinate work with others, consult with custodial division staff and others, represent the office at conferences and meetings; explain technical information to non-technical staff; and work cooperatively as a member of a team.
4. ABILITY TO COMMUNICATE IN WRITING-- to write and edit descriptive text of library collections; prepare operating procedures; write technical documents, including Statements of Work for procurement purposes; and prepare a variety of narrative and statistical reports.
HOW TO DEMONSTRATE COMPETENCE ON THE KSAs: Applicants must address each KSA on a separate sheet of plain paper in order to be considered for this vacancy. Applicants should not simply repeat entries from their employment application in addressing each KSA, but should elaborate on any specific experience (as an employee or volunteer), training, educational courses, and awards that demonstrate possession of the identified KSAs. Publications are available in libraries and book stores to help guide you in addressing the KSAs. Each KSA must be addressed individually and MUST NOT exceed one page each.
EVALUATION PROCESS: Applicants are first assessed against the minimum qualifications requirements for the position. To be minimally qualified, applicants must demonstrate a minimum level of competence in the knowledge, skills, or abilities (KSAs) required to perform the duties of the position, and must have the length of time and level of education and/or experience as specified in the announcement. Applicants who are minimally qualified will be further evaluated to determine the degree to which they possess the KSAs identified as quality ranking factors. These KSAs are assigned values for purposes of rating. This rating process will determine who will be referred to the selecting official for further consideration.
