In the past we have used a number of gif files in our web pages, and I'm not sure what problem you're having. On the Mac, Photoshop will allow conversion between graphic file formats including gif, tiff, jpeg, and others. In Photoshop, images must be converted to 8-bit color before they can be saved as Gif files. I don't want to include the instructions here, but if you want to know more, please email me directly.
If you are planning to convert many images you may want to look into Debabbelizer for the Mac. This utility provides many services for re-formatting images in batch mode.
