Well, I don't know if I'm an expert or not, but we DID watch/help our instructor set up a MacHttp server in my Internet class...
I thought that GIF converter came as part of Mosaic. GIF is a shareware kinda program that you SHOULD be able to get, maybe on ftp://ftp.ncsa.uiuc.edu (where you get mosaic and MacHttp)??? We used GIF converter to convert PICT files to GIF files so it SHOULD convert TIFFs too...
Of course I took the course but don't own my own computer :) so maybe I shouldn't make sweeping statements about what Mosaic does and doesn't come with... :)

My university is using an old version of Mosaic and it handles both GIF and JPEG. I was under the impression that GIF was more common than JPEG at this point. I don't think it'll make THAT much of a difference either way.
I would see if the ftp site at ncsa or sunsite had GIF converter for Mac and see if that "fixed" things before going with JPEG, just because it sounds like there might be something missing on your Mosaic.
