in this timid posting, I confess I have been a lurker for a while now.
Just sharing my experience with one package that seems to answer most of
the original poster's requirements (apart from visual editing and drag'n'
drop!):
I have used Watermark Professional for a little while and found it an
outstanding TIFF viewer with powerful database capabilities. Although
my evaluation did not include its database feature, I can say it has a
very well developed database, stored locally, but it also claims to be
capable of accessing a SQL Server database in client mode, using the
same interface. This interface is based on a tabbed card metaphor, and
includes groupings and keywords.
As a TIFF viewer, it is outstanding. It reads all TIFF formats including
compressed TIFF 4 (did not try any higher TIFF format....). It allows
some degree of manipulation and re-saving, as well as annotation, drawing
on the imaged page and adding "sticky notes". It scans, as well, and had
no trouble using HP Scanjet IIcx.
It is also a good OLE and OLE.Automation server. I used a sample program
supplied by the local distributors (in Visual Basic) to create a quick
application in VB that accesses my own database (ASCII or Access2) of
pointers to TIFF files. OLE Automation allows commands to be sent by the
client, including all scanning, manipulation, storage, etc functions. A
truly outstanding product -  with which I have no connection whatsoever
except liking it and hoping to use it in the future for its viewing
capabilities.
I am unable t o  access details about it, but it is a US product so it
should be easy to track. Good luck.
