We have had good results scanning 2 1/4" negs, unmounted, with an Agfa Arcus
II flatbed (we do get an occasional Newton ring).  Optical res is 600 dpi, so
maximum uninterpolated image size is a 1350x1350 pixel matrix -- good enough
for reference imaging and even small prints.
