For storage I would establish a resolution and file type standard - say a 600 pixel x800 pixel jpg and stored them in a server (computer hard drive). For indexing in this situation I think it is best to roll your own - fit your users needs. All of the software mentioned above allow you to either just throw keywords at an image or to create a structure of information.
