Check out either Canto's Cumulus, Extensis' Portfolio, Caere's Image
AxsPro. all
are user friendly and low cost image management systems which actually
are quite
sophisticated. They aren't intended for heavy archive work but are good for
systems who main interest is retrieval of specific images such as you describe.
They do allow you to group and save the groupings.
For storage I would establish a resolution and file type standard - say
a 600 pixel
x800 pixel jpg and stored them in a server (computer hard drive).
For indexing in this situation I think it is best to roll your own -
fit your
users needs. All of the software mentioned above allow you to either
just throw
keywords at an image or to create a structure of information. You might
want to
check my site - www.DIG-Mar.com -for some ideas - especially the
Solutions column
which is about a Planning firm's evolution of an intranet based image library.
They started with ImageAxsPro.
