The latest issue of JASIS, Journal of the American Society for
Information Science, Volume 46(1): pp 60-64, 1995 has a review article by
Peter Enser "European Research Letter: Image Databases for Multimedia
Projects" that summarizes current European efforts in this area and gives
a wealth of citations for those who want to know more about the
projects.  This is an excellent overview and base document to use for
future reference.
