I worked for the Washington State Attorney General. We have some rather
large cases, ranging from 350,000 multi-page documents to 10 million
single page images, all tiff group 4 files which have beeen burned onto
CD-Rs. We have used Microsoft SQL on a server as the database (any
industrial strength ansi sql compliant database will work), and also
something called "Concordance".

The CDs are used either locally at each work station, or in a centralized CD juke box. Anyway, if one uses pointers from the database to the location of the images on CDs, then I think disk usage is not as large a concern. Of course, one is presented with the cost of the CD juke box and attaching it to a server, but when faced with 50,000 plus images, this may be a more economical choice.

I think the 32 bit versions of Access (versions 7 and 8) are capable of using pointers. I'm not really sure.
