My company has been integrating our higher-ed and government DBMS packages with imaging systems for about 5 years now. We've had some experience with the scanning and reproduction of very old land records in all sorts of configurations. With that, here's my 2 cents.
1. Scanning is not much harder than photocopying. Good visual skills are certainly needed but I doubt photographic skills would help much. Most modern scanners will automatically set contrast and brightness.
2. Why are you opposed to the Fujitsu? If it's price, you won't find 11x17 size scanners of any quality for a much better price. If it's performance, I've dealt with and heard about dozens of scanners and IMHO the Fujitsu is a very reliable choice.
3. I assume you're interested in the best possible scan quality. For both QC and future access I recommend at least a 19" monitor of 120 dpi resolution or better. For 11x17 documents you might consider a 21" monitor mailto:@ 150 dpi. They are more expensive but the difference is worth it. Cornerstone (Hitachi) and NEC are quality choices.
