We have developed a freeware utility under DOS called JPEGINFO.EXE which dumps out the contents of JPEG files, permitting a judgement to be made (by one with the standard in front of them) about their standard compliance.
The cheapest way to get a copy of the standard (along with an excellent technical discussion) is to buy the book "JPEG Still Image Data Compression Standard" by W.B. Pennebaker and J.L. Mitchell, 1993, Van Nostrand Reinhold; the standard forms the book's Appendix A.

Beyond that, we have an interest in image standards compliance issues and would therefore be willing to look into the file. If you wish, send it to our ftp site (cited below) or attach it to an email to us. (Not to the list!) It would be helpful to know what version of Netscape is having difficulty with the JPEG files.
