There is at least one digital camera/scanner that does and excellent job of digitizing negatives, both color and b/w. It is the Kontron ProgRes 3012. It is relatively expensive, but does not require an "expert" to operator.

Victoria Yturralde is aware of this digital camera, but said it was not an option; I assume because of the cost. This is a legitimate reason. Also, the maximum image resolution is 3072x2320 pixels.

I am not pushing the Kontron, but did not want the impression left that " there is no scanner that can successfully scan color negatives". If anyone wants details on how its done, I'll be happy to post them. If anyone wants proof, I'll digitize a negative (or a few negatives) for them for cost of transmission media.
