    Two suggestions so far have been PhotoShop 5.5 and Image AXS Pro. I might be mistaken but I don't think either of these will do all of what you want. Both will output thumbnails but neither allow the images to be moved around. Both do output nice web pages though. My current favorite is Portfolio which will output a contact sheet that can be manipulated through both image placement and removal. It can as well be outputted to HTML. I will grab a folder of digital images and then make an electronic contact sheet to see which to keep or delete. A single click displays a full image.
