The standard Windows OCR applications use OLE to connect between applications (cut & paste, include one object from one app in another app) These include TextBridge, OmniPage Pro (and I believe Cuneiform also)

This allows you to bring up the OCR app whenever you need to perform the OCR function from another app. If you need programming capabilities so you can include OCR routines into an application you are building, these comapnies provide API toolkits also.
