"Artifact-free" Reproduction?

The technical notes on formats for digital reproductions  for the
Library of Congress - Ameritech award application state, "An
uncompressed TIFF image [is] provided for artifact-free reproduction or
for future reprocessing as compression standards change."  Please let me
know some "artifact" examples.
