I was suspicious of "jewel cases" and contacted a person at Imation for any advice. He was intrigued with the question, and went off and consulted someone else. He came back and responded that all indications were that jewel cases were inert (no out gassing). However, if I wanted to be sure, he recommended that I store CDs on a "bulk core." This is how Imation sells its bulk CDs; a rod through the CD holes with spacers so the CDs do not physically touch. However, this manner of storage still requires some sort of container and it is not terribly convenient.
The other way to go would be to use Tyvek sleeves (without windows) and hope that storing CDs next to each other for a long time doesn't do anything nasty to them. However, I was unable to find any Tyvek sleeves of the proper dimension that also proclaimed that they were uncoated.
