It should run on a "heavy PC". Should be real-time.
Should have a component or library where it is possible to read the frame
directly into a C++ environment. For advanced imageprocessing techniques.

This is a pretty broad question -- is there a specific range in prices or
capability that you had in mind? For something like this, you can go from
spending $10,000 to spending $150,000.
