There's a few options:
For image management with web access, there's a number of commercial
solutions:
Extensis Portfolio
Canto Cumulus
Luna Insight
Hindsight Stockview
Gallery Systems Embark
I've personally used both Portfolio and Cumulus; I found Portfolio easier to
learn but Cumulus more powerful.
If you have a specialised need, you might want to look at a general purpose
database that can handle images:
Microsoft Access
Claris Filemaker Pro
IBM DB2 Content Manager
and others...
I listed the first two as both are good, capable databases for handling
5,000 - 20,000 images. Both allow you to put the images into the database or
to access images outside of the database. Filemaker Pro is recommended if
you have a Mac environment.

In our case, I built our project using the Microsoft Data Engine with Access
as the interface and used active server pages to provide the front end web
integration.
