That's more than the writer's (Bruce Fraser, I believe -- a highly credible writer on digital imaging) contentions -- it's what Adobe has long recommended, even with earlier versions of Pshop. In short, the best investment you can make to improve performance is more RAM.
What application are you looking at, and what size files?
You might wanna jump over to the "Photshop" discussion list to find a wider range of long-time Photoshop power users, though they still tend to be primarily Mac folks.
