I've figured out that it costs us approximately $2.15 per 35mm slide for a work-study student to scan and color correct an image at 72 dpi, roughly 3000 pixels wide or long, depending on the orientation of the image, resave and resize it in 2 file formats, save it on a hard drive and make a backup on a cd-r, and for me to check the quality of the work and to import it into a database (this does not include cataloging in the database). We try to do as little color correction and other adjustments as possible, but it does take up the majority of the time. We figure this whole process takes about 14 minutes per slide, with about 1.5 minutes going to my time. This cost includes the cost of labor and storage media, which was bought in 1996. There are cheaper ways for us to do it (no color correcting or quality checking, e.g., but as a curator I don't think that's an option), and if you don't figure in storage media to the cost it's a little less than what I quote above. However, if we didn't have access to a work-study student our cost would be about a dollar more per slide.I think costs are really specific to each institution, because each place is going to have different needs and purposes for the images, but I hope this gives you a starting point.
