The Northeast Document Conservation Center holds a regular seminar called
"To Film or to Scan", which would probably address many of the issues you
are concerned with. They held one in October in Albany, but you could
probably contact them and find out where the next one is being held. There
are also some recommended readings listed on the web site for the Albany
seminar.

It is defintely a good idea to educate yourself thoroughly before getting
rid of a program which has "served us faithfully since 1988."
