I have used the following company for my own personal use for scanning 2 1/4 " square negatives, and they use a LEAF scanner with excellent results. I checked with them, and they would be interested in quoting on this job. The LEAF scanner will go up to 1200 dpi which is a LOT of data (between 67 MBytes and 82MBytes per image). I am not sure that you need to go anywhere near that high, but that is their current limit. They currently deliver output on either SyQuest or Bernoulli cartridges.
