Among other vendors, try Applied Graphics Technologies. They not only do large-scale scanning of all formats of negs, reflective art and more, they also have a good system for indexing, annotating and databasing the results. They've thought out a lot of the archiving angles and are very flexible. May be expensive (it's all relative), but they have great services.
