Does anyone know of a good DOS image viewer that simply puts the
image on the screen without any initial message, and then returns
control to the program that called it?

I am working on adding scanned photo display to our in-house database, which is written in Clipper. I have it working, but rather than expending all the energy to make it elegant, I would rather simply call another viewer, assuming it is more elegant than my own humble efforts. It doesn't have to be free, but that always helps.
