I would imagine that Visual Basic 5.0 would be the version to use, and
rather than write the code (an excercise in itself) I would suggest
looking at active x controls (or whatever the current Microsoft
marketing scam is called). Using the controls allows one to use controls
written in C++. On another tack, I have seen people combine the free
Wang viewer in a VB 5 app.

Best of luck, I am relatively confident it is possible, but it's a lot of work.
