You should be able to create a 1-bit color depth GIF file with standard tools. (e.g. Graphic Converter) That would seem to be the logical web-bound choice. Since JPEG's lossy compression is based on an assumption of continuously varying tones it's not too surprising that true 1-bit images don't fare so well when run through its scheme.
