As far as file formats (i.e. Flashpix) go, have you looked at AT&T's DjVU? It is especially good for material that is printed one color on a white or colored background. The foreground is saved at a low color depth and high resolution, while the background is saved at a high color depth and low resolution. This makes for small, fast files - good panning, excellent zooming. And only part of their tech is proprietary.http://djvu.research.att.com/home_mstr.htm
