I am library manager for The Daily Oklahoman, our state's largest newspaper.

We store digital photos on an AP Archive system and can print them out on a Kodak ColorEase printer. Our photography department also transmits photos digitally when the customer is capable of receiving them.

We have not provided photos on disk to this point; but it's a possibility.

Our charge for an 8x10 color photograph for personal use (not publication of any kind) is $25.

Commercial rates depend on circulation, etc. Rates run from $50 up to $200 for a 24-hour rush job.

I know this does not equate with a state historical society, but maybe it will give you an idea.
