You could, if desperate, take a T-square and place a very small bit of
tape on both sides of the 14 inch edge of the X-ray film at the 7 inch
mark. Scan in two segments and use your image edit "stitch" utility to
put the two images together using the tape as guide marks. With a bit of
care the two segments go together seamlessly.

Microtek has an 11x17 scanner with 600 x 1200 dpi resolution that costs around $1400. Think it is called 9600 XL.

Would probably take the top off the scanner so that the film doesn't accidentally get cooked.
