The Epson Expression 836XL could do the job with the transparancy adapter.
Basic scanner is about $600; it's probably $500 for the transparency
adapter.  I assume that if you are reducing images for PowerPoint
presentations, you aren't looking for a lot of definition.  Personally, the
thought of x-rays on a power point presentation sounds like taking a bunch
of Sominex with a few swigs of bourbon, but I'm sure it appeals to someone.
