H.E. Yog Prasad Upadhyay's recent behaviour has sort of confused me. Who does
an ambassador of a country represent? Is it the people and the elected
Government of Nepal or the Congress Party of Nepal. If he represents our
country he should atleast show some respect to the head of the Government of a
democratically elected Government whether it be Girija or Marich Man et al.If
he represents the Congress party and is interested in the internal politics of
the party why should he still be the ambassador of Nepal and represent us and
create a scene? Does he have the right to behave in such a manner and in the
process embarass us Nepali's too? Maybe we could discuss this.

One killed, another wounded in car accident with U.N. troops

TYRE, Lebanon, October 26,
A member of the Shiite Amal movement was killed
and another was wounded when their motorcycle collided with a vehicle of
the United Nations Interim Force in southern Lebanon, U.N. and Lebanese
security sources said Tuesday.
The accident occurred Monday night in the Jabal Al Botum village near
the port city of Tyre, 46 miles (74 km) south of Beirut, the security
sources said.
A truck of the Nepalese battalion affiliated to the U.N. Interim
Force in southern Lebanon hit two Amal followers on a motorcycle, the
sources said. One was killed and the other was wounded.
The incident provoked anger among the inhabitants who gathered
outside the Nepalese post in the village and fired bursts of machineguns
in sign of protest, the sources said.
A Lebanese Army force and UNIFIL officers rushed to the scene to calm
down the angry inhabitants and restore order, they said.
A Nepalese officer blamed the accident on the speedy motorcycle which
hit the U.N. vehicle on a routine patrol.
In a separate incident, a Nepalese armored personnel carrier,
carrying seven peacekeepers turned over on the Jabal Al Botum-Zibqin
road. UNIFIL spokesman Timor Goksel said four Nepalese soldiers were
wounded and denied any link with the previous incident.
Nearly 93 similar incidents took place between the UNIFIL force and
Lebanese inhabitants since the force deployement in 1978.
A number of Lebanese have also been mistakenly killed by UNIFIL
peacekeepers' fire at their checkpoints, prompting the U.N. force to pay
compensation of between $10,000 and $15,000 to each of their families.
The 5,200-member UNIFIL is made up of contingents from Nepal, Sweden,
Norway, Fiji, Italy, Finland, Ghana and Ireland. It recently was joined
by Polish and Russian peacekeepers.
A total of 192 UNIFIL members have been killed and 250 wounded, most
of them in repeated violence between guerrillas and Israeli forces.
U.S. Air Force begins airlift of Nepalese troops for Somalia

Kathmandu, Nepal, October 24,
A U.S. Air Force C5 Galaxy aircraft began a weeklong
airlift Sunday of Nepalese troops joining the U.N. peacekeepers for the
first time in Somalia, American embassy and Nepalese army sources said.
The airlift, beginning with 720 troops Sunday, will end Saturday,
embassy sources said.
The Nepalese troops under U.N. command will be completely self-
sustained, bringing with them food rations for two months, an army
source said.
When the operation is complete 2,000 Nepalese troops will be serving
as peacekeepers under the United Nations.
Nepalese troops are also serving in Lebanon, Iraq, Afghanistan and
the former Yugoslavia.

The Florida-Nepal Association (FNA) celebrated Dashain in
Jacksonville, Florida on October 23. The celebration was attended
by almost 100 people. Ambassador Yog Prasad Upadhyay and his wife
were the Chief Guests at the ceremony.
The function started with "pooja" to Goddess Durga by Mrs. Yashoda
Bahadur accompanied by incantations in Sanskrit by Mr. Ambassador
and a rendition of Durga "vandana" by Saroj Shukla. The pooja was
then followed by "tika" celebration. All the children received
gifts from FNA as well. Then there were the obligatory speeches by
some of the FNA Executive Members (Tirtha Mali-President, Babu Ram
Adhikary- Vice President, Rajiv Lamsal- Secretary, and Rajendra
Shrestha- Treasurer), His Excellency Mr. Upadhyay, and the
President of Nepalese Association of Southeast America (NASA) Mr.
Bishwa Raj Acharya. We all then enjoyed a cultural program in which
there were musical instrument presentations by Ganga Bahadur and
songs by Saroj Shukla, Min Bahadur Raychhetry, Rajendra Shrestha,
Niresh and Ishan Shukla, Suwarna Man Malakar, and by a team of
Guyanese Indian friends of the FNA, who captivated the audience by
singing Nepali songs. The cultural program was followed by a big
festive dinner, organized by the Nepali families in Jacksonville.
Finally there were door-prizes and singing of "dyousi" by Min
Bahadur as a reminder of the upcoming Tihar.

The arrival of a World Bank team in Nepal earlier this year signalled the
revival of interest in a project called Arun 3, and in December the
Bank's board is to consider whether to go ahead with a $175m loan for the
project.
The campaign to stop the dam is in full swing. The main thrust of the
campaign against Arun 3 is economic. Nepal now generates 278MW of
electricity much of it from power plants from other rivers. Arun 3 would
add another 210MW. Its needs will grow, but Arun's critics say that
future requirements would be better served by smaller schemes, quicker
and cheaper to build.
The feasibility study alone for Arun 3 has cost $150m. If it is built,
the electricity it produces is expected to cost $3,800 per kilowatt,
compared with $1,600 for the electricity produced by the Khimti project
that Nepal has built over the past decade.
Altogether, Arun 3 is expected to cost $764m. More than 60 % of the cost
would be met by grants from other countries. The grant element
undoubtedly attracts Nepal's government. And the possibility of rake-offs
that comes with foreign money no doubt makes the project attractive to
some civil servants. But if the country borrows $175m the WB is thinking
of offering its total debt to the Bank will rise to $850m.

BEIJING -- Lawmakers in China's rubber-stamp Parliament have called for
higher income taxes on the growing number of foreign businessmen, saying
they should be taxed on earnings in their own country as well, an official
newspaper said Monday.
National People's Congress delegates, meeting at an ongoing session to
deliberate a variety of new and revised laws, also urged the passage of a 30
percent income tax on China's growing class of nouveau riche in order to
close a widening gap between rich and poor, the state-run China Daily said.
If passed, the new 30 percent tax would be similar to the United States'
system, in which taxes are based on residents' worldwide earnings. At
present, the top income tax bracket is 10 percent for foreigners, who are
taxed only on income earned in China.
"Foreigners who have stayed in China for more than one year would be taxed
on personal income both in China and in their home country," the newspaper
said, adding that those residing for less than one year would face taxes on
China income only.
The parliamentarians made the suggestions when deliberating the draft of the
Law on Individual Income, which originally set the new tax rate at 20
percent for singers, actors and athletes, and between 3 and 35 percent for
private businessmen.
But they revised the personal tax bracket upward an extra 10 percent, the
article said, to "narrow the wide gap between personal incomes, a condition
most Chinese citizens complain of and find unfair," it said.
Most Chinese, even the rich, currently pay little or no taxes to the
government, which lacks the ability to enforce income tax collection. The
current income tax rate for individuals is less than 10 percent and applied
evenly to rich and poor.
The NPC's new tax bracket for foreigners will probably not be passed as it
would be difficult to enforce and would dissuade foreigners from investing
in China.
Former Minister of Finance Wang Bingqian, now NPC vice chairman, also came
out against the higher tax on singers and athletes, saying it would
discourage new talent.
GOVERNMENT CALLS FOR SCHOOLS TO BATTLE DALAI LAMA IDEAS

BEIJING -- A Chinese official newspaper has demanded that Tibet's schools
do battle for students' hearts and minds against the Dalai Lama, the exiled
religious leader and Nobel laureate officially branded a "splittist."
Calling the situation "extremely grim," a strongly worded article in the
Tibet Daily of October 11, received in Beijing on Thursday, said patriotic
education should be emphasised from primary school onward.
"In the past several years, the Dalai clique, with the support and
instigation of Western anti-China forces, has echoed with the splittist
elements within our borders," the article said.
"They have stepped up their activities to split the motherland, have
infiltrated everywhere and have struggled with us for our youth."
China has refused to hold talks with the Dalai Lama, who won the Nobel
peace prize in 1989, until he renounces his support for the independence
movement.
The article said the battle had to be waged in the schools.
"With the struggle against the splittists extremely serious at present,
strengthening anti-splittist education in the schools and developing a
patriotic spirit is a major issue affecting the stability of Tibet,
protecting the unity of the motherland, strengthening the unity of the
nationalities and consolidating the borders."
The Dalai Lama fled to India in 1959 after a failed uprising against
Beijing, which keeps a large number of troops in the Himalayan region
it says has been part of China for centuries.
Tibet is periodically racked by anti-Chinese protests.

BANGKOK, Thailand (AP) -- Even as Asian economies boom, the number of
poor people in Asian cities continues to grow.
According to a new U.N. report, one-quarter to three-quarters of the
people in many of Asia's largest cities live in slums and squatter
settlements.
And that will be the life for 60 percent of the urban population in Asia
by the turn of the century, unless major reforms are undertaken, the report
says.
"The incidence of urban absolute poverty actually increased between the
late 1970s and late 1980s in nine out of 10 countries surveyed, even as
overall wealth expanded," said a statement summarizing the report, received
Sunday.
The major study on Asia's cities, done by the U.N. Economic and Social
Commission for Asia and the Pacific, is to be presented at a meeting of
Asian government ministers in Bangkok on Nov. 1-2.
Urban poverty persists even in the highest-income countries, it says.
In Seoul, South Korea, some people are still making a living from refuse
dumps. From 1970 to 1986, when the capital's per capita income rose
rapidly, the official percentage of families living in substandard housing
remained at 17 percent.
Half the population of Bombay, India, lives in slums. More than 2
million people in Hong Kong are suffering deteriorating health conditions
due to pollution.
Child labor is among urban's poverty's most disturbing features.
The report says the number of prostitutes under 12 is increasing in
Thailand. One-fourth of Indian workers are children under 14 who do
everything from brick-making to weaving luxury carpets.
Another U.N. summary of the report said Asia's urban population of 991
million in 1990 is projected to swell to 2.44 billion -- 55 percent of the
world's population -- by the year 2020.
Most of this increase will be in low-income countries least able to
cope: China, India, Pakistan and Bangladesh.
"A massive demographic and development transition -- the most dramatic
ever witnessed by the world -- is clearly under way," the statement said.
"In contrast to earlier views, it is thought to be unstoppable."
The statement said economic development and the related transition from
agriculture to industry make cities grow. Rural development projects and
other attempts to reduce migration to cities have achieved little, the
report said.
It proposes a shift in policy to facilitate rather than restrain
urbanization.
