Subject: UML Cabinet
While I salute Ashu's intellectual appetite, I suggest him to slow down
a bit sometimes in satisfying it. It is understandable however, living
in an intellectually vibrant N. american city ad witnessing the slow
Nepali social evolution can be very frustrating. As far as the
qualification of the uml govt. is concerned, for sure non of the members
are Ivy league graduates ( and it is unlikely that there will be one soon,
unless of course if personalities like ashu decide to join uml :-)
Mexico has been ruled by highly skilled technocrats, Salinas ( president
till 3 days ago himself a Harvard graduate) presidency has catapulted
from one billionaire in 1988 to 20 in 1994, by marginalizing half of its
population of 90m. to poverty in such an extent that it is in the verge
of social breakdown. Qualification from whom, where ? for what ? and
who gets to judge it? I have heard/read intellectuals depicting the
Zapatista Subcommandante Marcos as a modern day Nietzsche in the ski-
mask, or an alternative development planner, or an idealist whiteman
gone out of his mind, or a criminal subversive terrorist, or a mystic
sexy hero of the mexican sierras, or a political activist determined
to help bring about the social change and economic justice to the
Campesinos. I mean the choice is ours how we qualify him depends on
who we are and what we represent. Having read Ashu's piece in the last
Himal issue where he argues that the Nepali intellectual landscape is
barren due to the Panchayati kaal ko education system. Most of these
individuals not only come from that period but also have spent years in
prisons tortured and demoralized. but the point is that they consistently
whether inside the prison or outside aligned themselves with the rural-
urban poor; learning, building the social mass movement bit by bit, which
has eventually brought Nepal to the present day juncture. Their qualifica
tions in collective term, is reflected in the emergence of the uml from
a "localized & nearly liquidated" form in the 70s to the major player in
the national level in the 90s.
To many Nepalis, the Dasdhunga accident has not yet been resolved and
draws tremondous importance, therefore, deserves a proper inquiry. I agree
with Ashu though on the issue of public transport system. In fact, my next
month home visit requires me to take one of those buses from ktm to
Dharan, and I am already kind of scared to ride it. The issue of land reforms
is outlined in the uml's election manifesto, which I think was posted in scn.
How will it shape up, how far it will go, depends on many factors, and
my guess is that RK himself can't tell you much about it right now.
I too have many questions and concerns regarding the new govt. and its
future, Ashu. One could easily indulge, for example, in the format of the
govt.(1) out of 15 in total there are two Nepals, two Adhikarys, two
Mainalis, and it is particularly when the ethnic voices are demanding for
their rightful recognitions. (2) uml which has a strong women organisation
does not even have single representation in the govt.,at least not yet
many contradictions, and prolems. But I do believe, those who are working
in Nepal have better grasp of the situation, and know better what they are
doing from what they have, than we know of them here. Also, perhaps,
it will be more academic to view the new govt.and the uml in the whole of
off the wagon now and criticizing it in a pre-emtive manner.

Subject: sexual censorship
Dear Editor:
This is with regards to the issue of censorship that has come up recently,
censorship of supposedly "cheap" sexual material. I do not see the
comparison between tabloid coverage of Diana's sexual life and the
serious report authored by Shroeder and sent in by A Tuladhar. In fact there
isn't any except the word SEX. Now Mr Ghimire is supposedly coming from the
position that in "our culture", whatever that is, such discussion in a public
forum is not ok.
First of all, talk of sexual matters is quite common in same-gender groups,
among high-school and college friends, among cousins and brothers, among
sisters and younger aunts. So it is not like Nepalis don't discuss sex.
It is just true that a certain subset of Nepalis are much more conservative
about talking about sex in a mixed group. However, times are changing, and
there is a growing group of people who are more open about such things.
My parents are in their 50s and they are in that group. When things in
Nepal itself are becoming more open, I find it strange that someone
from the supposedly more educated (and perhaps progressive?) bunch
would like to turn the clock back.
Sexual conservatism in talk is NOT a general phenomenon you can ascribe to
all Nepali cultures. The viewpoint expressed by Mr Ghimire is what I would
call a conservative Brahmin culture view. I sincerely hope that others
in the TND readership will write in with their views on this, and

This is with regard to ATULADHARs Post Titled: Sex Articles:Information
or Tittilation. I would like to know how you reached the conclusion that
the core readership of TND is composed of higher-caste males? I mean
was this just a guess based on the assumption that these are the
people who tend to come to the US for education based on their dominant
status, and thus form the core readership of TND, or was there more
to this statement?
In addition, assuming you are correct, the part about "the conservative
nature of males from high castes", has a certain logical problem in my
mind. I would agree with you if you restricted that statement to, say,
high caste Hindu males of age 35+. But as you look at younger males,
particularly those in the 20-30 range, this caste-based principle
might be completely off. Would it not be reasonable to assume that
those same people, once exposed to life here for a few years at a point
in their lives when they are fairly open to new ways of thought, would not
retain the perspective that they inherited from their elders?
I would be interested in a survey of the TND readership, where people sent
in their caste, age, gender, and other info, and their reaction to
the recent postings with sexual content. Then we could test the
correlation...

To Prema Oza I would just like to apologize. I in no way meant to flaunt my
professional credentials. I could have made the same point without that
statement. Must have touched a nerve! But, in the world we live in today, it
is becoming the norm for one to see the facts for himself than to take anyone's
word. If I were trying to convince you of something, I certainly would try to
give you proof. As long an neither of us are _really_ trying to convince the
other it _really_ doesn't matter what proof we give, does it! That boils down
to simple argument. But I guess it is OK to do that here too.
In fact, regardless of the absence of your stats, I would actually be inclined
to believe (you are right) that there are more straights with AIDS than
non-straights, whatever non-straights means. But the majority of the people
with AIDS probably have it as a result of a non-straight lifestyle. A
definition of a non-straight lifestyle is probably in the eye of the beholder.
Homosexuals, drug abusers, prostitutes, multiple partners in sex regardless of
gender, or those that patronize such would probably be my definition of
non-straight lifestyle. There are a few unfortunate ones that get AIDS
innocently by blood tranfusion etc. That is the crime. What really irritates
me is that the US government treats AIDS as a disability instead of a disease
and it is definitely a disease regardless of how you got it!

I have never actually considered it _frightening_ to want to see someones
stats. Have you ever looked at the end of an article published by any
reputable scientist or professional and not found a list of articles,
statistics, reports, etc. that he used to write the article neatly placed at
the end of his document. He might just be saying, don't trust me, check it out
for yourself! But again I must apologize, we are not really acting in such a
scientific manner, we are just arguing for argument's sake, are we not?

It looks that your main concern is whether you can send
money or not at the first place. If you are not worried too much about
gettting it back then there should be no problem, you can send a draft to
his bank in Kathmandu. You can transfer the money to any branch of
international bank at Kathmandu, other banks have a high service charge at
the receiving point. You may not retrieve it back so easily. The
government allows borrowing from the foreign client, especially if it is for
manufacturing or business, but I do not know legality involved in that. If
the person lives in Kathmandu, then he is the best source in finding out the
process.

What if a snake, a cobra for better illustration, is to crawl in my room?
What if one like apsara is to come close to me with an gesture of invitation?
What if some one come to offer me a bribe of fortune? What if some one is
to insult me at my face? What if .. .. What a dilemma provocations bring:
One confused, misappropriate step could turn the situation highly
destructive. Although we may know that it takes a good patience, cool
thinking and appropriate actions to avoid turning the situation into
dangerours intanglment, we tend to lose our mind at such provocations. No
wonder we worship Buddha as a god instead of taking him as a teacher.
On the second thought, may be, Buddha was a boring wise who did not like the
idea of amusing with the game of instincts. For, it is provocations and the
instinctual reactions that drive our life into living making us wish,
experience pain, joy, and regret, and bungle with our life into perpetual
suffering. What would life be without these anyway? What will make us
differnt from a stone or a machine if we were to remain unprovocative and
serene. Anyway, it is so hard to take others provocating or being provocated
without a share for oneself. Well, before I turn the reader into a boring
stone, let me bring my point: Some provocants and the provcateds such as
Dudley Henderson -- Prema Oza debate, A. Tuladhar -- N. Ghimire debate came
with such vigor that they almost scared less vigor me out of their debating
world, at least in TND. Being a nonviolence loving Buddha worshipper I could
only hope that such debates would turn out to be interesting acts like that
of "mandari with bin and nagin" that would draw lots of curious onlookers and
participants, instead of like the Western movie cowboy duels where killing is
the main intention.

Foreign aid and Nepali politics ???
After the formation of communist government in Nepal, there appeared several qu
estions about the political roles about to be played by the UML government, bot
h in national and international level. The questions were very abvious to come
up, especially at this time of the era, when supposedly most powerful of all co
mmunist oriented political systems are gradually disappearing around the world.
The reasons could be different in different countries but one thing that I find
common most importantly for their failure, is their lack of assimilation with
other countries, both with their neighbouring countries and the countries aroun
d the world. Now we have our tiny country in the UML's hand, and I don't kno
w how their actual foreign policy is going to be. If they try to follow the usu
al and universal communist foreign policy, our country's future is also going t
o be like USSR'we may need another revolution to be normal again. Let us not
ask "normal" in what sense. It is the time that defines the meaning of this wor
d. We were normal during RANA reign, we were normal during panchayat; now we li
ke to ask, were we?
Anyway, I was concerned about/with the UML foreign policy and the conseq
uent foreign aids/loans we get.Of course, if there is not a good policy, there
won't be any questions about this, which means the country will not accept aids
. Here the point is, we are not in such situation where we can reject or even q
uestion about foreign aids. If someone gives us, we are very much willing to ta
ke it, no questions asked. Will UML's policy be the same? Is it a good policy?
If it is, at what cost? We depend so heavily on foreign aids and loans, now the
driving force that has emerged because of this is not a political system, but
a robotic machine. We don't care about people, we don't listen them, we don't w
ant their demands interfer this fixed robotic system. What we want is blindly f
ollow it, not paying where it may lead.We don't have courage to question it, be
cause, we don't have the control over it, we did not make it and we don't know
how to operate it, forget about fixing it. It's like any machine that we buy in
the market. We buy it because we have a need for it, we don't want to know how
its parts work. Even if we became curious and opend it, there is always a risk
of damaging it. We don't have capacity and courage to take risk because simply
we can't afford it, or can we?
So this robotic system that has been imposed upon us, will be the same?I g
uess, the answer is 'yes'. In addition to this, now we have disturbed and tried
to question this by bringing in the communist government, we might be held res
ponsible for all this and might get charegd with dishonesty. The response cost
for this could be anything. They might stop operating the system not providing
enough fuel, aids or loans in this case. This might bring a devastating effect
in our already severaly damaged and weak economy. What do we do now? Beg! ask f
or mercy! will they listen?
See how dependent we are, we don't exist without their kind and benevolent
considerations. So let us not try to disturb them any more. Let them do what t
hey want to do with us. We are their play-toy, they might break our hands, feet
or even ribs anytime in case of their dispair. We can't take the risk, or can
we?
I know this thought is very distrubing to all of us. But real situation th
at we are in right now, is not any better than this. We are being slaved by for
eign donors. We see just the good side of aids and loans, the immediate consequ
ences make us happy,we praise them for their kindness and we do whatever they
ask for, for their this benevolent look. What about the long run effects, what
about our search for independent economy, what about our need based development
s and what about our desire to be self sufficient? We lose all of these, when w
e make our budget based on foreign aids and loans. It's the donor who determine
s our fate of national economy, not our elected government. We along with other
poor developing countries around the world, are facing the same situation of th
is unacceptable but unavoidable catastrophy. The question is how do we take thi
s situation? If we say foreigners are helping us to build our economy, we will
be lying to us, because we know how this supposidly helping hands of donor coun
tries work. If we come out and say that we should be able to use your donat
ions/aids or loans in our way, we might upset their already upset stomach. A go
od example for this would be Arun III. If we could use that same amount of mone
y in our way, our choice would be other development projects that would gratify
people's same need in other ways. We tried to say it by protesting against it,
and cosequence that we have right now is empty hand. Pretty soon we might get
loan rejection and project cancellation letter. Let's not hope so, after all we
already have spent a lot of money and work force and time on this.
After discussing this upsetting topic about foreign aids, I like to ask fo
r other people's ideas about this. Do we still think that the donor countries b
e the same toward us in our changed political system? If we think, their might
be changes in our aid and loan amount, what could they be and why? Don't we thi
nk the donors should be concerned with the people's need not the political prac
tice as long as the money is spent in their desired sectors? How can we change
or direct donors attentions toward our necessities and people's immediate needs
? How productive will be the effectiveness of these aids and loans in this new
situations? How can we make these donors to increase their donations or loans?A
nd last but not least, what do we do to eliminate this feelings of inferiority
that foreign aids/loans bring in our soceity, especially when these are imposed
upon us without giving us a chance to think? What about the absurd conditions
usually attached to the loans and aids?
Any solutions? how can we help ourselves and save our deteriorating nati
onal economy and our dignity? What do we do at this time of this building histo
ry? I myself am not against foreign aids and loans as long as it can be used in
our way. I am concerned when foreigners tell us we need this and that and deci
de our fate, which, in most cases, are more harmful to the people than useful.T

OR, are you trying to say that ...
4. they Kinda sound alike
5. that vaginas look like butterflys
6. that butterflys look like vaginas
7. that some writer in a Nepali vernacular thinks that the words are related
and that you agree with him
8. that you rather fancy the two words and would like to see them used
interchangeably.
If either 1, 2, or 3 (or all) are your points then, according to the
"Nepali Brihat Sabdakosh", page 834-35 (ist edition, 2040 BS) there is
no evidence for this and your cryptilinguistic blurp on the last TND
does not add to your claim.
If, on the other hand, your points are closer to 4, 5, 6, 7, 8, then:
a) they do not answer the original query put on TND
(what's the origin of "Putali")
b) they ought to be stated as you very private, tentative speculations
rather than presented under some pseudo-academic garb
c) and they tend to support my (and at least one fellow TND reader's)
inkling that you are throwing out these comments GRATUITOUSLY.
While I agree with you entirely that Nepali society tends to be
sqeamish, misinformed and at times downright repressed when the tpoic is
sex and sexuality, the antidote is not indiscrimate speculation.
Lastly, I shall humbly withdraw everything I have written if you can
show me that there IS a DEFINITIVE etymological connection between
"putali" an "puti". I am no sanskritist or linguist, but in
consulting several dictionaries and knoledgeable individuals, have
found no evidence to support views 1,2,3 or 4 above, if, indeed,
that is what you are claiming.

Sexual slavery of Nepalese women and girls is no secret. But as to how
AIDS travelled to India and Nepal and outerlying areas. The ultimate
source is Thailand. The Thai sex trade is notorious. Burma is the weak
spot, there is no control of AIDS in Burma. There is a system of
hatred against ethnic groups;the karen and other tribes.
The heroine trade is another venue for AIDS infiltration in India.
Programs for AIDS in Burma are non-existent.
'Clean' women are a bonus ie AIDS-free, hence the need for luring women from
remote areas and the Burmese govt gets away with because it's a great way of
getting rid of ethnic women. Indian parallels can be drawn with Nepalese
women and rural women in northern states of India.
The Thai govt looks away because it's a lucrative industry serving
foreigners and locals. The majority of tourists to Thailand are
unaccompanied men. It's a 'sexual paradise.' Most prostitutes are
illegally living in Thailand and risk deportation and incarceration if
returned to BUrma. THis makes them more vulnverable.
My sad guess is that there will be a UN conference on trafficking of
women and children soon since the UN and the international capitalis
economy and the population establishment find it easy to separate issues
so no real discussion and action can be taken.
I'd appreciate any info on trafficking in Neppal or india...
