Volunteer positions and internships are available for people who
want to work on "Welcome to the White House: An Interactive
Citizens' Handbook." Applications for this fall must be received
by Wednesday 16 August.
The Office of Science and Technology Policy of the Executive
Office of the President has openings for qualified volunteers to
help improve the White House Web site. The strongest applicants
would have experience with Unix, CGI scripts, and with HTML as
well as a demonstrated interest in government. Other useful
skills, which should be indicated, include graphic design, the
ability to speak Spanish, and familiarity with Perl and VRML. In
addition to work on the Web site, applicants may also be called
upon to do general office duties. The session dates are as
follows: Fall session is from September 11, 1995 through December
8, 1995. The spring session will be from February 5, 1995 through
May 3, 1996.
1. Interns: College students who will be on site on a full time
basis for an entire quarter or semester. They may receive
academic or co-op credit for their internship. Students must
complete a Student Volunteer Agreement. Applicants must be at
least 18 years of age, must be US Citizens, and will be subject to
a security screening process and drug testing. Candidates for
this fall are especially sought, but candidates for spring
semester internships will also be considered at this time. We are
NOT taking applicants for next summer. Interns will not be
allowed access into the complex until ALL paperwork is completed
and approved. No extensions of appointments will be approved.
2. Volunteers: People of any age who are residents of the Capitol
region and can be on site for at least a half day a week during
the school year. All applicants must be at least 18 years of age
and will be subject to a security access into the complex until
ALL paperwork is completed and approved. No extensions of
appointments will be approved.
3. Virtual Volunteers: People of any age who are willing to
produce HTML features from their school or home locations. Only a
very small number of volunteers will be selected in this category
since this is the first time we will be trying this.

ALTERNATIVES TO ARUN PROJECT
WASHINGTON, August 3, 1995 The World Bank and the Government of
Nepal have agreed to work expeditiously to develop alternative
approaches to meeting Nepal's energy needs following a decision by the
Bank not to proceed with plans to support the Arun III hydropower
project.
The agreement follows discussions between World Bank President
James D. Wolfensohn and Man Mohan Adhikari, the Prime Minister of
Nepal. Mr. Wolfensohn assured the Prime Minister that the Bank
attaches the highest priority to helping Nepal in devising and
implementing an alternative strategy for meeting its needs for electric
power. The Prime Minister, in the changed situation, has requested the
Bank's financial support for alternative approaches and Mr. Wolfensohn
indicated that, subject to proposals meeting the Bank's normal lending
criteria, the institution would be prepared to provide such assistance.
As a result, talks have already begun between the World Bank and the
Government on specific proposals to take advantage of alternatives
available for meeting Nepal's power needs.
The World Bank had considered supporting the Arun III project
through a $175 million credit from the International Development
Association. Mr. Wolfensohn advised the Prime Minister that, following
a comprehensive review of the project and the subsequent
recommendations of senior staff, he had concluded that the Bank could
not support the project.
"Large complex projects require institutions like the World Bank
to weigh the benefits against the risks and then decide on their
feasibility. The judgment made over a year ago in the case of Arun
came out in favor of the project after substantial internal debate.
Irrespective of whether that was the right or wrong decision at the
time, I concluded that under today's circumstances and with the
information at my disposal, the risks to Nepal were too great to
justify proceeding with the project," Mr. Wolfensohn said.
"The public debate on this controversial project was valuable in
that it served to heighten the concerns of Bank staff about the risks
faced by the project. It also led to a review by the World Bank's
Inspection Panel of environmental and social aspects of the project
with the result that measures to address these concerns were
strengthened. Although this project will not go ahead, the Panel's
work remains relevant to the Bank s operations in general and to future
investments in Nepal's power sector in particular," the World Bank
President added.
While the Bank's review as well as the findings of the Inspection
Panel confirmed that the environmental and social mitigation actions
that were currently stipulated for the proposed project were
satisfactory, Mr. Wolfensohn s decision to advise the Government of
Nepal that the Bank could not move ahead with support for the project
was based on three main considerations:
S The Bank had always recognized the demands that a project
of this size and complexity would place on a small country like
Nepal. Since the initial appraisal, the Bank had established
increasingly rigorous standards for the implementation of the
project, and these reinforced initial concerns about the burdens
being placed on the Government. The Government recognizes these
constraints and had agreed to collaborate with capacity-building
efforts recommended by the Bank's management in 1995. However,
the limited capacity of institutions in Nepal to implement the
long list of actions that would have to be taken to ensure success
means that it could take up to five years longer than originally
anticipated for this highly complex project to be completed.
Demanding tasks relating to the operations and financial
management of Nepal's power utility and the need to implement
effectively the social and environmental actions highlighted by
the Inspection Panel, would have imposed requirements which the
Bank now judges to be beyond what Nepal could realistically have
achieved at present.
S While there is support for Arun III, both among all Nepal's
political parties and from most of the residents of the valley,
the Government would still have had to implement a number of
measures such as adjusting tariffs and prioritizing expenditures
and sustain them over the next few years to ensure that the
project did not crowd out priority social expenditures. While not
questioning the Government's commitment to take these steps, the
Bank recognized the difficulties inherent in developing widespread
popular support and understanding of such measures.
S In addition to the financing from the World Bank, the
project had always depended on funds being provided from several
other sources. Some cofinancing partners did not feel they were
in a position to commit the necessary funds within the next 12 to
18 months. This extremely difficult financing picture was further
complicated by the fact that the estimated cost of the project had
increased by $30 to $40 million as a result of delays that have
already been incurred. As a result, the Bank felt there was no
realistic prospect of firming up the financing plan in the near
future.
The President's review reaffirmed the hydropower potential in the
Arun valley as a promising option for meeting Nepal's long term energy
needs, subject to improving the capacity to address social and
environmental impacts of the likely projects and the creation of a more
pro-active community development program in the valley.
A team of senior Bank staff is expected to visit Nepal shortly,
and the President has instructed the team to give this effort top
priority.
"Nepal's growth and efforts to alleviate poverty hinge heavily on
the country s ability to generate power. These are the benefits that
the Bank had hoped would be generated by Arun. The challenge is to
work with the international community to bring alternatives to fruition
as quickly as possible. Energy is crucial to Nepal s prosperity," Mr.
Wolfensohn said.

Prime Minister Man Mohan Adikhari has stressed the CPN-UML [Communist Party
of Nepal - Unified Marxist-Leninist] government is committed to forging ahead
its foreign policy by incorporating the economic aspect with priority. Prime
Minister Mr Adikhari was addressing a function organized in Kathmandu today [8th
August] by the Arniko Society to mark the 40th anniversary of the
establishment of diplomatic relations between Nepal and China.
Prime Minister Mr Adikhari said ever since the restoration of democracy in
Nepal there has been a record exchange of high-level visits both from the
government and nongovernment sectors, and added that he was very encouraged to
see China progressing in all aspects of development. Nepal will pay special
attention to the promotion of Nepal -China joint investment in power industry
and trade sectors, Mr Adikhari said. He also stressed the need to strengthen not
only the government-level relations but also the people-to-people relations
between Nepal and China.

according to police. According to the Kathmandu chief district officer, police
lobbed tear gas shells to prevent any untoward incident when the ANNSU
activists reached (?Bhadrikali) all of a sudden and a scuffle took place
between
them and the SJM workers, who were staging a sit-in there.

His Majesty the King has, in accordance with the Constitution of the Kingdom
of Nepal, 1990, appointed 26 persons judges and additional judges of the
Appellate Court on the recommendaion of the Judicial Council, and has also
installed them. His Majesty the King has fixed the tenure of additional judges
at two years. This was stated in a notice published today [8th August] by
the principal press secretariat of His Majesty the King.

decision not to support the most ambitious hydropower project in nepal,
reports said today. business circles in kathmandu have reacted sharply after
the world bank announced last week that it decided not to provide 175 million us
dollars of loan, which it pledged before, for the 746 million dollars arun iii
project in east nepal. according to binod kumar choudhary, the leading
businessman and former president of the federation of nepalese chambers of
commerce and industry, the failure of the arun project is the most
destructive
event for the development of nepal. the nepalese government had also
expressed its surprise and regret over the bank's pullout. however, world bank
of money pledged for the arun project would be put into a power development fund
which may be used in other alternative power projects in the country. in
response to the negative reactions of local press to the bank's decision on the
arun project, the world bank official said at a press conference that the
decision was based on technical, environmental, economic, financial and
institutional factors, and not related to politics. he said a donor country's
withdrawal from the project forced the world bank's decision but declined to
name the country for "diplomatic reason". a high level delegation of the world
bank is to arrive in kathmandu soon to discuss with the nepalese government
regarding the alternative measures in the future. until recently the world bank
had been insisting that there was no better alternative to the arun iii project.

destroyed nine houses in two villages in east Nepal, officials said on

Director-General of the Department of Immigration Ganesh Prasad Bhattarai.
The 7-member Chinese delegation led by Director-General Zhang Guoguang
arrived here today on a three-day visit to Nepal at the invitation of the
Nepali Home Ministry.

initiative to do away with undemocratic social attitudes towards them and attain
the same rights as their male counterparts. the prime minister made his call
while addressing a gathering of 400 women at a kathmandu constituency near his
official residence monday. "in our male-dominated society, women are
discriminated against not only in the family and society but also in the
political parties," adhikari said, pointing out the need to help women
hold better positions in society through the promotion of their skills,
education and
efficiency. he said that the present government is determined to work out
various programs for the rights and well-being of women. the prime minister
promised that if the communist party of nepal (cpn-uml) comes to power again
with an absolute majority in the forthcoming election, it will amend the laws
that are not conducive to the rights and well-being of women. the fresh
mid-poll is scheduled for november 23. adhikari also called for cooperation
from non-governmental organizations in helping improve the health and education
of women and children. at the gathering, all speakers stressed the need to give
special attention to the improvement of the socio-economic and educational
status of women, to amend those acts that are against women's rights and
well-being, and to end all kinds of discrimination against women.

two countries will expand to a new dimension of co-operation in the future,
prime minister man mohan adhikari said today. at a talk program on the occasion
of the 40th anniversary of the establishment of nepal -china diplomatic
relations, the prime minister said the relations between the two neighboring
countries have been nurtured by people-to-people contact through the ages,
noting the ancient nepalese architect arniko had brought nepali art and
craftsmanship to china. china has consistently extended economic and
technical
assistance to nepal in such fields as roads, industries, hydroelectricity and
irrigation projects since the two countries established diplomatic relations on
august 1, 1955, and the nepalese people and government are thankful for china's

nepal will promulgate an ordinance enabling foreign courts to exercise
jurisdiction in cases involving foreign investment in nepal, a local report
said today. according to local english newspaper the kathmandu post, the draft
of the ordinance which seeks to change legal provisions regarding foreign
investment is presently being studied by the industry, water resources and law
ministries. this followed refusal by some foreign companies to have a nepalese
court to settle their disputes in nepal. the foreign investment act of
nepal provides for nepalese courts to settle such cases involving foreign
investors. according to the industry ministry, more than 2.6 billion rupees (52
million us dollars) of foreign investment has been made after the act was
enacted. a source concerned with foreign investment said if this ordinance is
promulgated, foreign investors could choose arbiters at a place convenient to
them instead of opting for a nepalese court.

Following widespread criticism of the World Bank for last week's decision to
suspend funding for the $800 million Arun-Hydel project, its representative in
the kingdom tried to dampen rumors Tuesday that the suspension was politically
motivated. The project was intended to generate power by damming the Arun River
in east Nepal. ''The bank's decision on Arun as indeed on all projects is
based on technical, environmental, economic, financial and institutional
factors. ''It is therefore wrong for anyone to assign a political factor to the
bank's decision,'' the bank's resident representative, Dr. Joe Manickavasagam,
said in a written statement. ''The important thing is to look ahead
positively and work together as partners, for our commitment to Nepal
remains
as strong as it was before, even though we are not proceeding with Arun,'' he
said. ''The World Bank for its part remains committed to helping Nepal, and
we look forward not only to the existing partnership but to a stronger
partnership for development,'' the statement added. Manickavasagam said it is
important to look ahead into the future, identifying alternative ways to harness
the abundance of water resources in Nepal. The official daily newspaper, The
Rising Nepal, spoke out against the World Bank's decision in an editorial
headlined ''A belated no.'' The editorial was critical of the bank's decision to
withdraw its $179 million funding for Nepal's biggest development project.
''All this comes at a time when Third World governments are getting wary of
stringent conditions imposed by multilateral institutions on developing
countries. ''This is also a time when multinational companies have been steering
even political agenda in developing countries. ''There is bound to be a lot of
misgivings when commitments that appeared promising until the last moment are
reversed at a crucial moment in a country's financial and political history,''
the editorial said. The project had been on the table for a decade and was to
be launched shortly after approval by the bank's board of directors. It would
have taken an estimated 10 years for power-starved Nepal to complete the
project. The opposition has blamed the first communist government's incoherent
economic and financial policies for the bank's decision to withdraw support for
the project. But the Nepali Congress, which hopes to come to power, also
has asked the bank to review its decision, which it described as
''negative.'' Some
commentators have also said this was the beginning of an isolation of the
kingdom's first elected communist government, which faces Nov. 23 elections.
The opposition has said the funding withdrawal will be an issue in the
elections.

Fifty years after Japan's surrender ended World War II, military analysts
point to Nepal's contribution as critical to the Allied victory. ''Without
the Nepalese, Britain wouldn't have been able to face the Japanese threat as the
British Army was largely committed to the German threat,'' said Lt. Col. Nigel
Mossop, commanding officer of the British Gurkhas Depot in Nepal. Lt. Gen.
Shridhar Shumshere Rana, president of the Nepal National Ex- Servicemen's
association, echoed the sentiment. ''If Nepal had not participated in the war
at that time, Great Britain would not have been able to mobilize British troops
in the European Theater,'' he said. As many as 200,000 Nepalese fought as
British Indian Army soldiers in Asia and Europe, most of them Gurkha
tribesmen
from the hills in the largely mountainous country. '' Nepal participated not
to please colonial Great Britain in neighboring India, but to demonstrate
friendship to a loyal friend,'' said Katmandu's Tribhuvan University professor
Hamenta Shumshere Rana. ''Many died in the war, but the soldiers served
willingly and were compensated by the British.'' An Australian diplomat who
served in Nepal during the war, Butadrian Sever, says World War II took its
toll on the small Himalayan kingdom. In his book '' Nepal Under the Ranas,''
Sever says Nepal suffered a greater casualty-to-population ratio than any
other country fighting in the war. In Asia, Nepalese troops served in India,
Burma, Malaysia, Singapore and in French Indochina and Dutch Indonesia.
Although official VJ Day celebrations will not be held in Nepal this summer --
Japan is the country's largest aid donor -- some Nepalese war veterans were
scheduled to participate in ceremonies in London Aug. 19 and 20, the British
Embassy in Katmandu said. Three Nepalese recipients of the Victoria Cross,
Britain's highest award for valor in the armed services, were scheduled to
attend the London ceremonies. ''This will be a last tribute to me for my
relentless service as a soldier and officer,'' said Brig. Gen. Chutra Bahadur
Thapa, a recipient of the Military Cross, Britain's third-highest gallantry
award. Thapa served as a platoon commander in Asia during the war and recounted
his platoon's advance against the Japanese in Burma and Assam, now part of
India. ''We had to dislodge and capture the Japanese entrenched on Long
Tree Hill in Assam,'' he said. After crawling up the hilltop to a position
300 yards
away from the Japanese, Thapa's platoon found the enemy soldiers to be unarmed
because they were digging trenches. ''We attacked and killed scores of Japanese
and captured a lot of ammunition,'' he said. ''This action finally opened the
road to Burma from Assam and Japanese morale totally collapsed.'' Another
Nepalese soldier involved in the campaign to push the Japanese into Burma from
India, now 80 years old, recalls the Assam fighting. ''The Japanese were
ferocious. They were stubborn. They were arrogant. They would not retreat,'' Lt.
Col. Bhairab Bahadur Thapa said. ''They would not surrender.'' ''When the war
ended after the bombing of Hiroshima and Nagasaki, we refused to board a ship to
Calcutta from Rangoon,'' he said, explaining his men wanted to stay on in case
the Japanese surrender was a ruse.

As early as 1990, C.P. Prasain, a veteran congress leader who came out of
hiding after the 1989 revolutions wrote a poignant piece in the Rising Nepal,
lamenting about the commoditization of the Pashupati Nath ko parsaad when he
went to pay his respects. It was not like the old days, he lamented.
I guess when the King invokes, "Pashupati nath le hami sabai lai kalyaan
garuun" it is being clear pashupati's blessings are for the "Dhani prasaads"
of nepalese society, the others be damned.

It is rather a suggestion than a contribution to the digest.
I wonder if anyone would argue against the divine contribution that TND
makes in keeping Nepalis and friends of Nepal(is) informed about Nepal?
I, however, also wonder if the growing editorial carelessness has gone
unnoticed to anyone reading the digest for the last last two years?. The
recent (deluge of) comments and suggestions to give small "pedicure and
manicure" were more on the line to bring back the ol' glory of TND. To my
surprise--and well against the long standing tradition of TND-- these
suggestions and comments went unacknowledged. In the same TND (uh..it was
of 200K), in which a very good suggestion against repeatition appeared, at
least four (long) articles were repeated. I don't know about others but my
computer groaned and moaned (I did too!) while reading this file. Even in
the latest TND, repeatition do exists. Uh Caramba! now it appears that TND
requires more than simple makeup jobs but a massive face-lift and plastic
surgery.
I should be excused for my obliqueness and rhetorics, by which I do not--I
repeat, DO NOT-- mean that the current editorial team works inefficiently
or otherwise. I am simply trying to convey that the whole editorial
procedure may have to be restructured, modified, or for that matter, the
mechanical (and perhaps boring) editorial--rather compiling-- task is
redesigned.
To screen and for minor editing of the articles, TND may have to find
individuals or "hubs" and receive the articles indirectly. TND's
"content" is pretty clear, and I believe, finding dedicated volunteers--
at least five in each of the content sub-headings-- to work as "hubs" wont
be a problem. Each individual hubs after minor editing can forward the
articles to the TND with detailed content, which can be compiled as usual
to be sent to individual subscribers. Need an example of whats happening
now, check out the content of 11 AUg TND.
In addition, five more volunteers can be found to select pulishable
nuggets (but not long articles) from the SCN. These five additional
"surfers" could also direct useful nuggets into the Gorkhali-home pages (I
believe there are already more than five?). I'm against reposting of long
articles on religion and similar "picked_for_few" articles from SCN to
TND.
BTW, does anyone has compiled the percentages of Nepali and friends
of Nepal(is) having email access who read a) both TND and SCN, b) only SCN
and c) only TND ? I would suggest having a general idea about this detail
can limit unnecessary reposting
The other problem, of course, relates to the quality of the articles.
This, however, lies on the discretion of the poster. (The future can be
predicted that each hub, one day may act like an individual referee...as it
happens in IAHS electronic newsletter).
It is also clearly visible that the number of postings have decreased
(hmmm! is it why the articles are being repeated/) significantly. Once
prolific and perhaps the best contributor of SCN, recently shared the
similar sentiment woth me.
The good contributors have disappeared off the net. The contributions are
more personal than targeted to the general readers. The issues, even if
are started with a good purpose, hinge around the communal sentiments and
sentients. Selected individuals take pride in confront than communicate.
Few can not control the urge of their misanthropic attitude. Hey! what's
going on here...its our good ol' TND, perhaps the mirror to Nepal for the
outsiders....
I would appreciate, if you'll pitch in your idea (not flame) in this regard.
Finally, if Beavis and Butt-head were Jetha and Mahila from home, they
would have been said,

reached 125 so far this year. According to the chief district officer CDO of

village development committee, three at (?Ayal) village development
committee, two at (?Mangeshwar) and five at (?Bardabebi) village
development committees.

Prime Minister Man Mohan Adikhari has said that he is extremely unhappy at
the World Bank's decision to cancel the Arun-3 project, which has been in the
nation's interests. Prime Minister Mr Adikhari said this at an all-party meeting
regarding Arun-3 and the problems of Bhutanese refugees at his office in
(?Singabadwar) today 9th August .The ruling CPN-UML Communist Party of
Nepal - Unified Marxist-Leniniststanding committee has said that the
inability of the World Bank to invest inArun-3 hydroelectricity project
(?is not tantamount) to the blockade ofinternational assistance to
Nepal, nor will the country return back to the ageof oil-filled lamps
just because immediate investment is not made in the project, scheduled to
be implemented after 2005. This is stated in a communiquepublished in
Kathmandu today to make clear the CPN-UML's view on the World Bank's
decision on Arun-3 project. The communique was signed by (?Dhalanath
Kanal) on behalf of the party standing committee.

development bank (adb) and nepal, according to a finance ministry press
release published here today. the draft loan agreement was reached after the
conclusion of the loan negotiations which started here on august 7 between the
two sides for a proposed adb loan of 40 million us dollars for the third road
improvement project. the project, which is expected to commence from early
1996, aims at upgrading the all-whether standard of approximately 250 km
of roads comprising sahajpur-dadeldhura-patan (120 km), lamaji-tulsipur
(47 km),
maiakhola-ilam (15 km) and ilam-phidim (67 km) in the far western and eastern
regions. the proposed project also provides for rehabilitation/periodic
maintenance of high priority feeder roads of approximately 100 km in various
regions of the kingdom. these feeder roads will mostly connect farming
communities to the main roads and market centers, and their rehabilitation will
assist poverty reduction in isolated agricultural areas in the country. the
project will create about 10,000 person-year of employment opportunities during
the implementation period in the project areas and will also help strengthen and
promote the development of the domestic construction industry in nepal by
enabling them to participate in the local competitive bidding procedures for the
construction of large portion of the civil work contracts. the proposed project
is to be presented to the board of adb executive directors for consideration.

nepali prime minister man mohan adhikari chaired a meeting on the arun iii
hydropower project wednesday. adhikari said at the meeting that the sudden
decision taken by the world bank not to invest in the arun project was an
unilateral decision. the world bank last week announced that it will not
provide the 175 million us dollar loan for the hydropower project in nepal.
the prime minister said he was stunned when the world bank president james
wolfensohn informed him of the decision by telephone. earlier the world
bank did give the nepalese government a go-head signal for the project, he
said.
according to the prime minister, the government is firmly committed to the arun
project and has earmarked over one billion rupees (20 million dollars) in the
1995-96 fiscal year budget for the project and the development of the arun area,
about 200 kilometers east of kathmandu. the allegation of the opposition that
the government was not committed to the arun project was a blatant lie, he said.
the three main opposition parties --the nepali congress, the national democratic
party and the nepal sadbhavana (goodwill) party --did not take part in the
meeting.
HEADLINE: 5m children involved in child labor in nepal

different forms of child labor and child work, according to a recent study
conducted by the child workers in nepal concerned center (cwin). the study
indicates a majority of child workers employed in factories and industries,

circus and music, shops and in domestic services. legal prohibitions of child
employment, particularly those under 14, have not been fully implemented,
the study noted. problems like poverty, illiteracy and the migration of
children to
the urban areas have contributed to the overwhelming increase in the magnitude
of child labor, the study said. according to the cwin study, nearly 500,000
children in nepal have migrated from rural areas to urban centers. among

necessary skilled manpower through the development of technical education and
vocational training. the agreement was reached when a two-day workshop on
future direction of technical education and vocational training in south asia

workshop has made various recommendations for the development of technical

I enjoy reading Nepal Digest as it is the only source I have to getting
acccess to the news of Nepal. But these days, especially after the UML
took the power there seems no news except a few criticisms that also
about the NC. Is all well in the Nepali politics and in the country? How
about the coming election? Who is contesting, and with what motif? How
our Netas will face the public again? How about the econimy of the
poorest of the poor Nation? Is any of the top leaders concerned about it?
Had I been in the top authority like Ganeshman, Krishna Prasad, Girija,
Manmohan, Suryabahadur, LOkendra, Gajendra etc. etc. I woul have died in
a bit of boiling water (Daduma pani tatayera marne). But one great
missing thing in our leaders and also may be in all of us Nepali is we
have lost shame somewhere. Now every thing seems fine to us because we
have never seen any good in our history. What we have seen is Dhant,
Kapat, Jaal, Jhel. "I" is always clean "you" is never good so it is a
struggle to be I and be cleaned by holding power. "I" does not have
tolerence to hear criticism but only to criticize. There is no shame to
sell a daughter or sister or a wife but there is a shame to respect them.
They are no one's property because they own nothing and cannot claim
anything so remain slave from birth to death. They have learned how to be
a good slave better to be sold than to live by themselves. Who cares?
Because they are always "you" not "I" at any time. Who is responsible for
that? Why no government talks about the problem in the country and list
them in priority. They only talk big and visit big people they are no
more human beings while they are in power. They feel themselves all in
all and wand their wagon to the oposite direction, who will think in
depth of the problem?
Is not now time for the educated to come in front and challenge? Have not
they got guts to come to hold the power? Now we need a leader who has
some vision and lead the people. Now there should be the hold of
intellectuals who really can contribute to the nation. Perhapas there
needs to be a drstic change to rebuild it and this can be done only by
resuffleing the foundation that is very feeble. Who will bell the cat?
Can we rethink about that? Do somebody have any idea?

This is in response to some of the TND reader's outrageous support of child
labor. Maybe
it's right that West should not deal with this issue in our country. Shailesh
Ghimire's
comment that few generation should probably suffer for our country to prosper
might be
right, but if you are not the one to suffer then probably you should not be
saying
anything.
There were others "defenders of child labor" who were saying how these kids,
who were
working at carpet factories few years ago, are suffering on the street without
the work.
I sympathies with the kids suffering on the streets. Maybe this might be a
lesson for other
runaway kids from rural villages not to come to the capital.
A lot of runaway kids come to Kathmandu from rural villages to find work. Most
of
them just don't come to live on the streets. The carpet industries and other
work are the
attractions for these kids.
Who are the real losers here the kids or the big shot carpet industries?
It is the Carpet Industries. Now they can't enslave these kids and make profit.
But the Carpet Industries now will have to pay adults(without enslaving them) a
lot more
wages and cut down on profits. There are plenty of adults who need work so why
should
the Carpet Industries be hiring the kids in the first place.
However the kids are still not the winners here. Kathmandu might be less
attractive place
for them to come to, but they will be abused the same way if not more in the
rural
villages. However this whole deal might be a beginning for the understanding
of child
abuse going on in our country.
