Actually, there is a save-search and re-execute-search facility in Z39.50-1995, which incorporates both v2 and v3 of the standard. V2 implementors have a mechanism for implementing Extended Services without losing compatibility with other V2 implementations. Of course, just because the z39.50 standard permits it and specifies it, does not require all (or any) of the vendors to actually implement it.
