This discussion would be helped by clarification on two points:

1) PURLs, or Persistent URLs, are a recent OCLC proposotion of some interest to maintain a lasting URL as a front-URL even though the actual locations change.

2) URNs, by definition, don't change; so there's not an issue as there is for URLs of "keeping track". However URNs aren't implemented yet, and PURLs are.

Maybe someone else could amplify on these and if not when I have more time I'll try to. --pg
