A URN (in theory) should not change at all. An organisation has to careful when allocating names to URNs.
For example, we have assigned all our Technical Reports with urns of the form:
<urn:inet:dstc.edu.au:tr/0002>
Other systems, such as ISBN numbers should be straight forward:
<urn:isbn:123456789Z>
