converting small library database to intranet catalogue

I am managing a small collection for a research section of the
University of Canberra, and I want to convert it from an MSAccess
database to a catalogue which can be used on our intranet, incorporating
a thesaurus which I have bought on disc and will import and add to. I
want the users to be able to do Boolean searches over several fields or
groups of fields. We are also looking at buying a records management
system (we have looked at one called TRIM) and since a lot of our
library collection consists of reports and other short documents rather
than published books, and we are not part of any union catalogue or
interlibrary loan service, maybe we can use the same system for the
library collection. Our budget for the records management would be
larger than a budget for a library system. Does anyone have
recommendations for systems that could handle our needs for the library
and are inexpensive? Or does anyone have experience of using a records
management system for library records? TRIM seems to have all the
features I need (including thesaurus use and connection to the internet)
but it's very expensive. I've also tried Inmagic database but have not
used it with a full set of records.
